She could not effect the passengers to not collect their bags. By purchasing a ticket you have agreed to the contract of carriage. Part of that contract (as well as the law in most countries, I don't know about Russia) is that you must obey instructions given to you by flight crew as well as written placards (including safety cards in your seat back pockets.) If you act contrary to the terms of the contract, than your contract of carriage is null and void. Which means you don't get a refund, you don't pass go, and you don't collect $200.

I can't speak for Slavistan Airlines, but for us, I believe our safety cards specifically tell you to leave any baggage on the aircraft behind in the event of an evacuation. Therefore, you must leave baggage behind or your contract could be terminated. Since all the survivors took their bags, all of their contracts could theoretically be terminated. They did not obey written instructions, and therefore they have violated their contract, therefore nobody owes them anything. Now, of course I expect the airline to pay out in an attempt to not be sued, but the point is that from a technical standpoint the passengers could be nailed for taking their bags with them.

That is pure lie. The crew was by the door leading the people towards the shute without looking at what they have in their hands. People who had something on their lap obviously took those items with them, it's Russia, you don't leave your stuff behind. The plane had already tried to land and went around for the second attempt, so people knew something was wrong and they had to evacuate.
Also on the vids from passangers' smartphones it's very obvious that everybody inside the plane knew it was aflame a couple of seconds after it caught fire. The only items that were taken by the passengers was the things they had prepared to bring with them prior to plane catching on fire.
