The raising of bastards (at least within the stories) has been a trusted way of creating a dependent vassal lord. Gendry is the only heir to the Baratheon family. Already several great families have been wiped out. Restoring one of the oldest and most prestigious houses is a sign to other lords that Dany is not coming to tear down what's already there. She is not a conqueror. The Baratheons only reigned for twenty years, and it has hardly been popular. It is also not as though the Baratheon family still has many allies either. The Tyrell's have been wiped out. The Starks are either loyal to Dany, or else will fight for an independent North. The Martell's have been almost decimated. The Arryn's are loyal to the Starks. There is no one left to push a Baratheon as the true heir, when it is at this point clearly a rebellion and not a legitimate dynasty.
