Isn't he like a demi-god or something and isn't he supposed to be smarter than Gandalf? Surely he must have suspected that Sauron was biding his time and wouldn't share power

Saruman was probably one of the only ones in Middle Earth who, maybe, could actually wield the Ring against Sauron. A few could possibly bend it to their will (Gandalf, maybe Durin's Bane, Tom Bombadil) but didn't have the armies they would need to assault his strongholds anyway. Saruman with his Uruk-hai breeding program possibly could have assaulted Mordor, if he had the power of the ring under his control.
As for why he would want to: Maiar are pleb tier in Valinor, but God tier in Middle Earth; it was Lust for Power
What about hobbits?
They are more immune to it's promises of power, because they have no yearning for it. But they wouldn't be able to wield it anymore than any Man

Bombadil is one of the things he intentionally didn't flesh out, just to leave some mystery in the world he created. There's a few other details like that, like the nature of Ungoliant, or of the Watcher in the Water and the 'Unnamed things' that Gandalf finds in the depths while fighting the Balrog, or the fate of the Entwives
I also read somewhere that Bombadil was actually a great evil

I like to headcanon that his plan was to not really use the Ring itself but sort of hold onto it and blackmail Sauron into giving him power or obeying him or some shit.
I'm sure it says in the book that he would become more powerful than Sauron if he wielded it.
If he got the ring it would have been game over for Sauron.

Saruman was actively trying to betray Sauron. That's why he made the Uruk-Hai; orcs that were loyal to him, not Sauron. And that's why he gave them orders specifically to search for hobbits and to return them, not to Mordor, but to Isengarde. Saruman wanted the Ring, and once he had it his plan was to keep it.
Hobbits are an admixture of all the races, save Maiar or Numenorean. They've got a bit of elf, a bit of dwarf and a bit of man in them. They're mutts and you can see when the admixture tips one way or the other; Particularly tall Hobbits, or really fair one, or ones that love water and wear shoes.
