Yes. The show is inconsistent about it but certain angels are autistic like Castiel. I imagine because Jack considered Cas to be his dad early on maybe he mimicked some of his behavior. Makes sense. He was becoming the new god by at the end of season 14 with him creating new angels. That would be the optimistic ending for the show for them to end up with a God that takes an active role rather than just treating the universe as his own story that he's always watching and entertaining himself with.
