Technically Robert's Rebellion was started by Jon Arryn because of some dead Starks and the Mad King was killed by a Lannister. Out of all the major houses that were involved, Baratheon had one of the weaker claims to the throne but Robert became king because he had pretty much killed off all the other Targaryens and he was effectively next in line.

Jon's situation kind of sucks, he has no proof, he gave up his titles when he joined the watch, and nobody really knows that he was brought back from the dead so everyone should think he's an oathbreaker.

Dany still has a decent claim, but Jon is kind of in the way. If the two got marries their claim collectively would be very strong.

Cersei has a strong claim, but everyone should hate her and want her dead

Gendry has an okay claim, if he were legitimized he could make a case for himself, but it depends who legitimizes him.

Jon's claim is debatable since he joined the Night's Watch and renounced his ownership to anything. Although he technically died and was freed from his Night's Watch vows but it's unsure what happens to the line of succession when someone gets ressurected.

If Gendry ever gets legitimised then he'd slot in between Robert and Joffrey.

Also even though Joffrey, Tommen and Myrcella were illegitimate, they were recognised by law as Robert's children so they remain in the line of succession.

After the death of Tommen, we have to look up in the family tree. Robert Baratheon and all his brothers are dead without issues. His father, Steffon, had no brothers. It's the same with Robert's grandfather, Ormund. So, the heir is at least a 2nd cousin of Robert.

That said, I think Gendry has more of an official right than anyone else, but Dany could also have seniority depending on how the law works with respect to bastards and female inheritance.

Bastards have no claim to inheritance and female heirs are placed behind all possible male heirs in the Targaryen inheritance system. So as long as Gendry doesn't get legitimised Dany has the second-strongest claim after Jon.

The real villain of this story was Rhaegar for believing in a false prophecy that led him to have a secret marriage with Lyanna Stark to have a child that could be the PTWP. If he hadn't "kidnapped" her, the Mad King wouldn't have burned any Starks and Robert's Rebellion would have never happened. The Targs would continue on with their rule, Rhaegar would have become king, and they could have just hired a Faceless Man to anime-shot the Night King if the dead ever made it through the wall without a dragon.
