Just to add a bit, that's the basis of factor analysis. It's observing correlations between data (such as answers on questions of a test) and fitting a model in which an unobserved precursor influences all those answers (not necessarily to the same degree, that's where you start discussing communality and such). Such a model, usually exploratory, but it can be confirmatory as well, will not give that construct a name though. The naming of the unobserved construct that the model tells you would explain the covariance structure in the data pretty well is done by the researchers, so in that sense it is somewhat subjective.

Intelligence is the construct, IQ is the score you get from a test. The score is presumed to reflect a person's underlying intelligence. Think of a math test in high school: It's just a bunch of questions. If you get them all correct, it's assumed that your underlying mathematical ability is quite good even though the test does not (because it's not possible) test every possible facet of what you know or don't know. Just like how your math knowledge influences the answers on your test questions (which were chosen to be somewhat representative of the construct, there won't be French questions on your math test), your general intelligence influences how your perform on an IQ test.
