It's butted chainmail sewn to the fabric. Japanese armor uses that. It's called kusari. It sometimes has square gaps in the coverage to aid mobility, though the leather parts are a made up thing and don't even look good.

It would recognize the sovereignty of The North with Dany as consort and recognize Dany's claim as ruler of The South with Jon as consort. On the death of one party they'd inherit the other's Kingdom. Their heir would inherit both in a personal union, or merge the two Kingdoms. If no heir was produced each head of state would appoint their own to inherit.
