I'm 35 and after seeing Alita: Battle Angel I think it's just about the best movie ever.

I think you do have to be in your 30s to be able to appreciate how Alita can keep herself together despite being literally cut into pieces. She still holds on to her principles and character. The manga page describing the legal system says netmen (Centurions in the movie) can do some basic investigation and DNA-checking to assess criminal complaints.

Hunter-Warriors with a given number of kills probably have a higher level of trust and can have someone condemned based on their word alone, like Zapan does, maybe his factory enforcer friends also helped with that.

There must be some kind of assessment criteria for criminal accusations, otherwise people could have anyone they didn't like branded as a criminal and hunted down
