Because Dr. Strange is head and shoulders stronger than the rest of the Avengers put together. Thanos needed four Infinity Stones to fight Dr Strange to a standstill, without any he'd have been instagibbed by Strange's first spell. If the Russos had him just go full-out, the big finale of the movie would've been garbage and there'd have been no fanservice moments for the fifty other nobody characters.
Hell, Dormammu was a bigger threat to the MCU than Thanos ever was.
