It's plausible that Bran has assimilated part of the NK. I wouldn't be surprised if his motivations have changed, nor if he could suddenly start raising the dead.

By the way I thnk that King's landing will be blowed away by the alchemical explosive, that could explain the "snow" in the throne room, not snow, but ashes.
