He had the super soldier serum, he actually looks like an edgy Captain America and the shield looks pretty cool on him, Winter Soldier is literally the best MCU movie, his character is relatively complex and interesting and has been through a hell of a lot. It would also justify all those times Captain America saved him. Falcon was literally just some background dude, uninteresting and has basically no real super powers but "muh wings", and although the actor isn't bad but he doesn't have even 1/10th the charisma as Bucky has as Winter Soldier. Pretty dumb. But I guess the next phase of the MCU is going to crank the diversity up to new heights.
