There are three snaps:
1. Kill 50% of all life in the universe.
2. Destroy the infinity stones.
3. Kill Thanos and his army.
2014 Thanos also implied you can create life with it. I don't think there are any rules to what you can wish for except it can kill you every time you snap your fingers.
