I prefer Kylo as a character. I think he has stronger writing. I think both have believable motivations, but Kylo's biggest issue is how incoherent and poorly planned his backstory is. Everything about Luke's failure and Snoke's influence is a mess. You could argue there's a similar issue with Anakin in the prequels, but even if the overall story could have been tightened up and delivered in a far better way the overall gist of a sclerotic Jedi Order occupied with war plays pretty well to stimulating Anakin's insecurities and baggage. I think there's a sturdier premise there than "Luke got arrogant because he saw all the Star Wars merchandise at SDCC and also Snoke appeared from somewhere."

I think they're both poorly written but Adam Driver is a good actor unlike Hayden Christensen and is able to salvage it.

Kylo's motivations make complete sense. He's a "break the wheel" character. He thought his grandfather was close to doing this (finish what you started) but was stopped by the same people who isolated and ignored him (The OT crew) because, in his view, he felt that they cares more about thieving, politics, and the Jedi Order more than their own flesh and blood.
He originally thinks Snoke will help him achieve the power he needs to "break the wheel" of the back and forth power grabbing between the Jedi/Sith and Republic/Empire, but his character develops in the TLJ where he realizes Snoke is holding him back as well, and decides to try and fix everything with Rey as his partner.

I'm not sure that's true, though. In TFA he's playing dress-up because he wants to inhabit a different personality. He's insecure, he resents his family and feels the pressure of their accomplishments, and wants an identity of his own. At the same time, he can't help but gravitate toward Vader's example because it's easy and because it's the one side of his family that probably wasn't celebrated at Thanksgiving. It's why he goes along with Snoke in writing off Anakin's redemption as an aberration. Kylo just wants an identity. He wants a place in the world that's his, even if it means murdering people and remaking the world to fit him instead of reshaping himself to suit the world. It's why he kills Han despite it wrecking havoc on him emotionally; he hopes killing off his family will provide the resolution and clarity he needs. He kills Snoke for the exact same reason, and it's why he so keen to "let the past die."
The sequels are shitty and unnecessary, and even Kylo gets the short end of the stick sometimes thanks to how much of his presence in TLJ revolves around the irritating blandness that is Rey, but I don't think Kylo has been inconsistent at all. The biggest issue with his character is his backstory with Snoke and Anakin not making any fucking sense.

Adam Driver's performance is embarrassingly flat and poor, Hayden Christensen actually threw himself into the role of Anakin and let the raw emotion of the character lead the performance.

Palpatine told him he killed Padme in anger, and it's very possible Anakin indeed did use the force to keep himself alive at the expense of Padme.

That's the real skill of the prequels. They managed to walk the tightrope of making its protagonist sympathetic and tragic despite him essentially being a mass murderer.
