He's talked a lot in interviews and in the books about how he feels history is like a never ending loop, meaning it has no beginning and no end. We only get a snapshot and a part of it. That's why book 1 starts at a weird time and they explain a lot through flashbacks.
This ideology is even explained in the title of the damn series. A "song" in the historic sense is an epic poem like The Iliad, which too starts in media res, and doesn't really have much of a resolution.
Also, plus, what would be the point of finishing it? There will never be any more theories, no more questions, everything will be wrapped up in a tidy package and it will kill 100% of the fun. And this is clearly the kind of story he doesn't want to tell.
