They wanted the Vietnamese to attack them so they destroy them with their supposedly superior artillery and air support. Basically french arrogance.

This But it wasn't arrogance, it was intelligence failure. They thought China and USSR wouldn't intervene. Surprisingly USA did the same mistake.

Dien Bien Phu is pretty close to China, that was the dumbest gamble ever.

They had no reason to think they were involved in a cold war that barely started at that time.

Also, according to Douglas Porch's French Intelligence book there was a whole confluence of the French in Vietnam needing the drug-trade (and needing to keep the Viet Minh from getting it), which Dien Ben Phu was poised to help control an epicenter of the production. They also had a paternalistic affection for the highland tribes and did not want to throw them to the wolves.
