Exhaust from the thrusters need to move with the Earth Escape velocity+ (11.2 km/s) for impulse conservation law to apply and to marginally move the earth. It would need to move with multiples of that to make any difference. This is assuming zero atmospheric drag.

Though thrusters is dumb because the heat created by them would fry the earth due to the atmosphere. It's better to put them on the moon, and use the moons gravity to pull earth away to wherever you want it to go.
