Captain America is stronger and more agile than a normal human but he’s still human. He doesn’t have indestructible skin, he’s been stabbed before in the movies

Falcon's a pretty clean slate for Phase 4, and you can play around him trying to live up to Cap's legacy despite not having his strength.

Norton Hulk is significantly less powerful than Ruffalo Hulk, and Blonsky is all kinds of fucked up afterwards. The serum accelerates healing, it doesn't magically stop the wounds from happening.

Blonsky’s serum is not the same as Cap’s. It’s a big plot point in the movies and comics that they were able to get the serum right once but after Erskine dies they can’t figure it out again

Look, the answer, the real answer, is that it's a callous marketing decision masked by a hollow gesture toward diversity. There genuinely aren't a lot of Marvel heroes of color. Disney and Marvel were racist as fuck in the past, and at the time it made them a lot of fucking money, but now they need those heroes of color to appeal to broader, global demographics. Their solution is to just make their most popular characters "diverse." That's the real answer. The rest is arbitrary. They chose to make Black Falcon take up the mantel of Captain America because it's going to make them money.

Disney is in the money making business, not the dream business, not the comic business, and sure as fuck not the logical storytelling business. If Disney thought they could make money with a Kaptain Klu Klux Klan movie, they'd do it in a second. Don't dwell on their shit.
