Probably something to do with Universal having the rights to a solo Hulk movie or whatever, and besides that the previous two Hulk movies had underperformed and I guess they just weren't willing to try a third time.

2003 Hulk was Eric Bana. Ed Norton one is part of MCU and came out in 2008.

Because they thought he was interesting enough to jumpstart the MCU twice, and both times failed because Hulk can't carry a movie. He's just a big dumb green guy who gets angry and breaks things. He only works best in an ensemble. They weren't going to try a third time so they ignored the Norton one and pretended Iron Man was the first.

I remember thinking that the Norton movie was a sequel to the Bana one when I first saw it. It basically picks up where the first movie ends.

Iron Man came out first though - May 2008. Hulk was June 2008.

Universal owns the rights to standalone Hulk films, so every penny made would have gone straight to Universals pocket.

Because a Hulk movie in nature isn’t “episodic”. They can’t skimp on the scope a film of that nature would require so they opted to just use him sparingly between movies.
