Clearly, he has had a very positive and cooperative relationship on every interaction he has had with law enforcement almost since his inception.

It is easily understandable that any US government Batman has operated under would take a keen interest in him the moment his myth began to ring through Gotham City. His custom technology, vehicles, weaponry, stealth capabilties; that sorta stuff.
