I get Cap has a strong moral compass, but he literally has zero accountability for his actions. His team's inexperience led to the deaths of innocent civilians, and maintained the "Sorry, not sorry" attitude. Tony simply recognized that other super powered individuals arn't going to have the moral compass of Cap, and they need structured leadership, rules and regulations otherwise it's just a city of Batmen. Cap had no proposed alternative - and Tony eventually got Cap to agree to the basic premise of the Accords until Cap finds out Wanda, who is barely in control of her powers and emotions is being kept on house arrest after killing people.
Vision, who was worthy of Mjolnir, agreed with Tony. Tony's fault was not reigning in his rage with Bucky and Cap for the killing of his parents.
The real person who was wrong was Ross, for not seeing reason at the situation with Cap, Bucky, etc.
