When characters travel to the past in Endgame and remove Infinity Stones from various timelines, those timelines then create branching alternate timelines rather than changing the "original" future. When those same characters return to what they would consider the present, they arrive at their own timelines, and not the ones they've just created by removing the Stones.

Ancient One explains to the Hulk, those alternate timelines rely on the presence of the Infinity Stones to save themselves from certain peril. That's why 2012 Tilda is so defensive of the Time Stone in the first place — without it, Doctor Strange can't beat Dormammu and Kaecilius in 2016 and that timeline is doomed regardless of the Snap.

It all adds up to the Cap Bench scene being bullshit.

That said, the timeline where Cap returned the Tesseract to Starks lab and the one where the Aether was returned to Jane in Asgard would probably be near identical to the main timeline. The timelines that are radically different would ge the one where Loki escaped with the Tesseract, and the one where Thanos no longer exists because Stark dusted that version of him, and the Guardians never met because Quill was knocked out.

One that branches from 2012 where Loki escapes, one that branches from 2103 where Thor meets his mum, one that branches from 2014 where Thanos disappears, one that branches from 1970 where Tony meets his father and Pym particle where stolen, and one from 1945 where Cap meets and stays with Peggy.

I think the movie operates on the logic that only the stones being 'out of place' can make new timelines.

In infinity War, Thanos uses the Time Stone to undo Vision destroying his stone. That doesn't make a new timeline, he just changes what happened in the main timeline. The same happens with Cap growing old.

At that point, what Ross and the American govt felt regarding the situation would be worthless. Half the world vanished and due to the Avengers, were brought back. After that the Accords would seem like pretty small potatoes, and having an American soldier be at the forefront of bringing half the world back from the dead would be -way- too much good press for anyone could argue down. whatever it was before, after Endgame, the shield would be very much back to the pristine state as a symbol it was before Cap went rogue.
