Bucky can hold his own in a 1v1 against Steve, he doesnt need the Shield. Falcon needs the stat boost from the Shield and he also needs the motivation to became stronger. Bucky doesn't go back in time or retire because he still feels guilty for all the shit he did for Hydra for over 50 years, Bucky still has a lot of fight left in him.
