Well humor is relies on 2 parties. The person telling a joke, and the person receiving the joke. If the person receiving the joke, doesn't have the experience, or context to understand the joke, then he might not find it funny. This is how you get that effect where you rewatch childhood shows/movies, and you pick up on more jokes. Because life's experience has given you a better understanding of the context.

Experience can also negatively affect humor as well. If life experience has caused you to form prejudices against certain people or subject matters, then you might find a joke difficult to take. As it conflicts with your preconceived notions.

So when you ask if women can be funny, there is another side to that question: Are you capable of finding women funny. Like, truly open to women making you laugh.
