He's not that dumb. The way he wins is by just getting as many high value questions as he possibly can.
Today he didn't get a single daily double, and still had $29k before final jeopardy despite missing ~4 questions and not answering a few more.
Yet he still demolished his opponents, mostly because they shot themselves in the foot multiple times and flubbed their answers.
Regardless, he's not dumb. He builds up such a large lead that he can easily make large bets with minimum risk and still win even if he loses a double jeopardy or FJ, because he has so much more to bet with that he can take the losses.

That being said, it's also well known that the maximum possible value for the board, max bets on daily doubles and Final Jeopardy is less than half the show's per episode budget.
Even if it became a problem, they actually have "game-show" insurance policies that secure the production corp against losses to an exceptional contestant. it's pretty standard for most game shows, has been since the 70's.

He got the daily double clue on the first slide of the game and got it wrong. He went into DJ with only around $6,000 while the guy was at $5,000. He got one DD that he bet big on and got right, the guy got the other, bet big and got right as well. He entered FJ only $6k up on the other guy, they both bet massively and got it right
