Even the well equipped and strategically led armies of the Lannisters are struggling against BWB ambushes because they have no idea how to counter guerilla tactics with conventional armies. They can't just "burn every village" because that just causes more people to join the Brotherhood, and when Arya was traveling with them, she noticed how even in areas that seemed inhospitable, the Brotherhood was hiding in ruins and shit ready to appear at a moment's notice. It's a massive splinter cell organization that's being ignored by the remaining Houses of Westeros simply due to the fact that they don't have a central leadership and thus aren't (currently) seen as a threat until the ambushes start happening in their territories.

The problem is that for these characters - Arya and Sansa in particular - nothing will replace talent + experience from years of practice. You can't simply observe and it's not enough to be "taught" or mentored even though those are arguably critical. Had they skipped a season for each of them, like they did Bran, it still wouldn't remove all the problems, specifically for Arya, but it would go a long way in making them more credible (especially Sansa).
