Look up Baltimore Metropolitan Area. They're different regions, all major cities have such regions.

Baltimore is actually worse than parts of Mexico, like Mexico City. This makes one things very clear. Murder and violent crime in general have nothing to do with poverty. Property crime probably does correlate with poverty, but not murder. Murder is correlated with single motherhood, which is much higher in the black community than the Hispanic community. Not to mention, most mass shooters are children of single mothers.

It's not quite Chicago-corrupt, but the city is hilariously mismanaged. Same as most other large cities, really. Houston, Chicago, Baltimore, New Orleans, Atlanta...all trashy places being run into the ground by incompetent morons who would be unemployable in the private sector.

I literally know(as in scientifically) why somewhere violent crimes are high.

First- you have multi-generational criminal families, this phenomena surfaced in NY with organised crime (Jews,Italians) on such
high levels(you always and everywhere have some fucked up family or two, even in most peaceful Scandinavian places, but it's
always an outliers, not mainstream)

Second- when children don't have anyone to instill them positive values, they learn really fucked up patterns from environment
and they even become highly vulnerable on Hollywood bullshit, so Rap music,violent videogames, aggressive movies in this
SPECIFIC CASE ACTUALLY DO a lot of harm.(and again, never said that games,movies,ganstarap makes kids aggro BUT
IN THIS SPECIFIC CASE it does)

Third - There is no way out, literally, there is nothing they can do to get away except some pipe-dreams (sports&entertainment),
so, even if they become highly educated, it just dont matter in those pockets.

Fourth- when organised crime release roots deeply in gov institutions, they literally can hold back whole areas, they don't want no
change and they target younger and younger audience

Fifth- when city is transitional and IS crossroad or surrounded by rich/big cities, good fucking luck fixing those areas
