It's not, it was always going to happen. In the MCU's main reality that we'd been watching, Steve was ALWAYS going to go back in time to be with Peggy.
Essentially

Old Steve is just Steve after living to be almost 120, he simply knew he wouldn't be able to reveal himself until after his 38/39 year old self elected to return to the past.

Not necessarily. If he lived a private life under an assumed name, people wouldn't have noticed, along with his hair being different styled and colored, and his having a big beard. He would just have had to lay low for long enough that no one would think it's possible for Steve Rogers to still be out there. Not to mention, he's 12 years older when he returns to 1945 then when he left, having lived 2011-2023 before returning.

If that were true, the'd never had to have removed any of the timestones from any of the timelines since Cap went back to the moment they were taken to put them back (preventing alternate timelines caused by missing stones - as explained between Hulk and the bald lady).
Using your logic, Cap could have returned to the past and given the stones he was returning to the people that were there to take them, meaning the timeline they traveled to never removed any stones at all.
Fuck, with time travel, why didn't Captain America just take the infinity stones and gear that he was returning to the past and just take them to the point just before the avengers go back in time to retreive the stones, negating the necessity to go back in time at all?
