Because he has been Captain America in the comics. Same with Bucky, who took over after Steve "died". I get that both Bucky and Sam both needed to say goodbye to Steve, but Bucky is his childhood friend. He deserved the last talk and to get the shield. What can Sam do with it? It will only be in the way as he flies.
