The obsessive need to revive any fucking character who ever dies is one of the things that make superhero comics unbearable. No character is ever allowed to die and have their story conclude, even if that death was written by their original creator.

Comic Peggy and Steve never had much of a thing going on. For most of her history, she and Steve only had a brief fling near the end of the war after working together for most of it. In the 2010s they retconned her as having been Cap's girlfriend for most of their time together, but in modern comics they just never had much of a thing until the MCU stuff happened.
The funny thing of course is that Sharon was introduced by Steve running into her as a SHIELD agent and thinking she was Peggy, because they were originally sisters and supposed to be mostly identical except Peggy being older.
Well okay that's also not exactly true, originally Peggy didn't exist at all. She was a retcon creation to explain a bunch of inconsistencies between various background retellings of Cap's world war II days.

It's weird, A-Force comes off as incredibly stupid and forced. Pure pandering. But X-Men doing an all female team just seemed to be a thing that happened. Claremont and others spent enough time building up their female characters and giving them a range of powers that when five or so of them stood in a room to do something, it really did feel plausible for those to be the X-Men available and appropriate.

Because A-Force just lumped random female characters together with little reason as to why they would stick around. X-men on the other hand has tons of female characters where it makes sense for them to work together without dudes around.
If Daughters of Liberty only used people like Sharon, Black Widow, Diamondback, etc. it would feel more organic than it does now when you've got people like Spider-Woman and Sue Storm appearing. It's about context and familiarity.

So basically when that happened in the 70s (which is when Peggy was distilled out as a separate character from Sharon by... Steve Englehart I want to say?) the Howlers were still considered to just be very spry for their age, and as one of the younger ones Gabe was probably assumed to still just be around 50. Peggy had some weird stuff going with her age for a bit, at one point in the bronze age they claimed she was 16 when she met Cap for the first time, though she certainly looked a lot older.
Today I think they said that all the Howlers got some Infinity Formula from Fury (originally he was the only one who had it) which I guess might fix that side, but there's no current explanation for why Peggy would still be alive in the "modern" Marvel Universe.
Cap's supporting cast from the 60s, 70s and 80s are an especially problematic area for sliding timescale stuff.
