Terrance Howard thought he should be making close to the same as RDJ despite playing a smaller role. At the time he was gaining popularity and was getting the big head.
Personally I didn't like his version of Rhodes because it was literally the usual character Terrance Howard plays. Plus the character was too cocky. James Rhodes is a straight laced military man the polar opposite to Tony Stark. He felt too full of his own shit to be James Rhodes.
