He was in a high panicked state and was clearly out of his mind with fear. I mean, he shot a nuclear missile to a target that was only a couple of feet away from him because somebody looked at him funny. He would do literally anything at that point if he thought it’d grant him even the least chance of survival.
Also this was an era where some people still hadn’t gotten it through their heads just how powerful a nuclear bomb even was. A big part of the whole point of the duck and cover program was just to keep people believing the method could possibly even work.

That is the case today, post-Cold War. Not back then, a lot was left to the discretion of the local commander.

Cops are armed because they are trained, as a career, on the proper use of firearms. They do training as to when to use a gun, how to use it properly, and WHEN TO USE A FUCKING GUN. This is their whole career. If they fuck it up, someone is likely dead, they might see prison time, there might be riots (If it's white cop/black target), but their career is basically over unless it was done 10000% BY THE BOOK. Soldiers are trained in the proper use of force, and when to not shoot children. Both of these careers carry a likelihood of PTSD and other mental illnesses, just due to the stress of the job.
Teachers are trained with an entirely different skill set. They get a masters' degree in teaching. This is their career training. They are not trained to be cops, or soldiers, or surgeons, or lawyers, or plumbers. You're asking that teachers now take on the training and responsibilities of a soldier or a cop, while still getting a Master's of Ed., and while still being under helicopter parent scrutiny about how well and nicely they teach their Little Angels algebra. All for 40 grand a year, because there's no fucking way they'll pay teachers more for this training.
Also, as a teacher, I've had stuff stolen from my desk, and I've had my pocket picked. If there was a gun in my desk, or my pocket, well....

They can't. At no point did the White House not assert political control over the weapons. Only during a short period of roughly 10 years could a local commander *technically* use their nuclear weapons due to the lack of PAL links.
This is specifically for submarines, but also firing authority has always remained with the president. SSBN (nuclear submarines) play a very specific role that requires the assertion of positive control because they need to follow the OPLAN (which can vary based on a crisis) specified by the president.
