We know literally nothing about it beyond the revised timeline. Nothing has actually been announced yet, we don't even know how heavily involved Bendis is involved in any of it.

More likely they'd try a major downsizing before closing things down in house entirely. Like cutting every title that doesn't feature A/B listers. Maybe a handful of c-listers. Anyone else better pray for a genetic JLU/DC Universe/Team up book for exposure.

There's also the obstacle of finding a licensor in the case of them licensing out.

I don't think it's an impossibility but AT&T have made no real moves towards it, so its bit further off. Unless they just want to abruptly pull the plug and work out things later.

Marvel's actually further along what with them having a deal with IDW taking over their kids comic lines for Marvel and Star Wars. So they have a potential licensor lined up if they decided to make that move.

DC shutting down would be the only way for Marvel to prevail.
