Marvel's underworld is essentially one giant time share, with every "hell lord" leasing space and influence from each other. Johnny may be the guy with the biggest territory, but he's SOL if Frank's soul is off in someone else's pit of fire.

Souls returning to clones is automatic. This was addressed in Dead No More.

Beyond that, Jean can self-revive so if it weren't her soul, there'd be multiples running around.

That's Death. If someone doesn't want to revive (in which case they get in one of the many revival lines and compete for the chance) and nobody has an explicit claim on their soul (ie Mephisto or the White Hot Room), they go to Death where they end up in their own personal afterlife (that was also your prelife, also you're free to move around and poke your nose in the various other afterlives since we know people from one have been to another they wouldn't belong to before).
