Nope. Technical quality as opposed to say, writing quality, conceptual quality are different things. For example, Glitch Techs is technically competent (in the traditionally animated segments) but is weak in most other aspects. A show like South Park is well written and fun, but is technically not very competent (in this example, by design). Animaniacs (the original) excelled on both fronts, showing a high level of technical competency as well as writing proficiency.
