Guardians of the Galaxy made almost 800 million, Ant-Man made 520 million, Doctor Strange made 680 million... There's no excuse for shitty box office result like this. This is the lowest grossing film in the whole DCEU. Even Suicide Squad made like twice the money.
The absolute minimum Hollywood spends marketing a film is $60 million. You think they made Shazam for $20 million?
