Because it was just supposed to be a protest rally until Arthur went on TV and turned it into a riot. Looking at the Wayne’s reactions upon leaving the theater it’s clear they were caught off guard.

It certainly would’ve been a more dramatic choice, but honestly I think it would’ve set the wrong tone. Arthur’s tragedy is that he is a victim of circumstance, and never caused harm out of malice, but out of a warped sense of justice. Killing Bruce would’ve been out of line with his previous actions and sullied the message of the story.

The literal answer, many have already provided. On a subtextual level, the Waynes represent blind faith in rule of law, without an understanding of what it actually is. Law requires agreement among the plurality, but the elite see it as something with inherent, god-given value. If they don't recognize the danger of widespread disenchantment and frustration at the growing gulf between the classes, then why should they recognize the danger of walking into a dark alley? They're the same thing at different scales.
The moment people stop believing in law and society is the moment the word elite becomes synonymous with minority.
