The first few seasons of BTAS are the best for her character and show the most promise for change. Make Harley more akin to how she was in Pre-New 52 days. Watch the Animated Series, or read 2009's Gotham City Sirens to get a better understanding on how to do it.

The Arkham Games are also an excellent representation of how to update the Harley character while still retaining the essence of the character. Alternatively, read the Harleen Graphic Novels that are coming out.

As for her costume, it needs to be reminiscent of her classic costume (Red and Black Color, Diamond Motifs, Jester Elements) but also sexy enough to be cool with the new kids. So definitely keep Harley having a bleached white skin, and dip-dyed blonde hair. Maybe have her outfit expose some cleavage and instead of sleeves, she wears long gloves with jester frills on her wrists.

This and keeping her as a funny secondary character. She can have few episodes where she is more important than usual, but her character does not work as an independant one

You get a twist climax, the "Yass queen" crowd, An actual detective scenario for Batman to unravel rather than just throw batarang drive batmobile, and Harley being actually competent for things other than breaking up with Joker because she is an independant grill. You can even go full to the ending with the Joker going full off the rails now that Harley isn't leading him by the nose.

It's hard to see her as a strong female character when everyone just fladerises her into the role of an abuse survivor and she is "So strong" in the same way a cancer riddled 7 year old with a face looking like it got hit with a weed whacker is "So beautiful.". We get the sentiment but come on.

harley is not a reliable narrator. For all we know, she is misremembering that because the Joker told her that to lower her self esteem and make her more controllable. Harley has a history of warping her own perspective to absolve Joker. She's already doing it when the cops find her after she was thrown from a window.
