I think he's supposed to be an alien dog and not any real breed; he just coincidentally looks similar to earth dogs. But I'm not sure if this has changed in any continuity reboots.
I don't know of any breed that looks exactly like him, and Krypto's appearance can change depending on the artist anywa. Usually he's drawn to look kinda like a labrador, except with white fur and less stocky build.
