i do agree he rationalizes cheating on marge and thinking she would also be happier. but seeing Homer and Mindy working together and their connection gets them opportunities to be more successful, i dont doubt that hallucination (vision, dream, whatever) isn't far from the truth. at least for homer.

Where was his character arc for that episode?

This episode was kind of weird to me because considering Homer's behavior at the end, it seemed like he didn't actually want to fuck Mindy but seemed to believe that he was obligated to.

To get a bit meta, I think Homer does love Marge.
However on some level he's aware that Mindy is hotter, younger and into him. So he feels that he should cheat, after all, rationally speaking what reason is there not to?

But, emotionally, he loves Marge.

It's an interesting and irrational moment.

Homer and Mindy were deeply attracted to each other physically, intellectually and maybe even on an emotional level (which is why Mindy respects Homer's ultimate decision and seemingly cuts herself out of his life). Homer also believes that if he had never married Marge and had married Mindy instead, everyone involved would be happier (considering Homer's success in music careers, if he didn't have to go back home to be with his wife and children, he probably would be as rich as his fantasy). The fantasy wasn't if he cheated on Marge, though. Because the fantasy has to not include his children or the many good years he had with Marge otherwise it's completely unjustifiable to Homer.
During the episode, he's tempted, but repeatedly decides to deny the possibility of happiness with Mindy so that he doesn't ruin the lives of his wife and children. There's an explicit scene where he tries to use the faces of his family to bolster his resolve to squash his impulses, but that backfires because his family is fucking weird and gross during that scene. Homer's in his 30s, remember, and Mindy is probably younger. He could, realistically, start a new life with her, raise a family and be as content as he is now, if not better off (Mindy's also a breadwinner, so their financial situation would be more stable, at least).
But that's all built on the idea of Homer being able to irreparably harm people he loves dearly for his own sake. He doesn't want that, and only gets desperate when he feels like everything in the world is trying to force him into a situation where he can cheat on Marge consequence free, and maybe even find greater fulfillment with Mindy.

But he loves Marge too much to treat her like that. As infuriating as he finds his children, he'd never want to destroy his family. This is the same guy who was going to commit suicide to give his family a life insurance check after he lost his job.
Homer won't betray those he loves for himself.

This was the Simpsons episode that made me avoid watching the show with my parents for a good couple of years.

This episode convinced me that Marge is an utterly worthless character in the show. If the writers want to give some semblance of originality after over two decades of awful sitcom writing, they should write her off.

Reminder Marge was the first to consider cheating in their marriage with the French bowler. Homer felt more shame in the same situation however.

To be fair. The scenario was initiated by Marge Marge trying to spite Homer for his selfishness and she ran into someone who made her feel appreciated. Homer just ran into a hot chick with similar interests. Homer had more to be ashamed about because he felt compelled to hurt his wife who did nothing wrong. Meanwhile Marge felt less guilty because Homer was being a dick.

He makes like 27k a year. They showed a paycheck in one episode. That was a decade or two ago, so that went farther than it does today, but it was still intended to be laughably low.

This is a problem with all sitcoms that use dumb husband smart wife trope the show can tell you all day about how useless and dumb the husband is but if you actually look at what it shows it's clear that almost all sitcom husband are in the top 25% of America. Just from the fact that they are the only financial support for their family they live in nice neighborhoods where they either own or are paying off their home and they aren't shown to work two jobs or overtime on the regular
