The legion is a better short-term choice but the ncr is a much better long-term choice. The legion would quikly round up the degenerates and raiders and actually have functioning trade routes and make the leftover people actualy happy with their rulers on the other hand ncr would leave the raiders, the drug addicts and leave the people in a akward state but in the end they would give people the freedom they deserve
