Writing smart characters requires the people writing said characters to be smart themselves. Since D&D are hacks who can't have the characters do intelligent things when required to come up with the material themselves, they instead opt to show characters are smart by having characters talk about how smart they are.
Tyrion is smart because Jorah says so. Sansa is smart because Arya says so, etc. They won't ever actually DO smart things though, because in order for that to happen the writers would have to come up with something smart for them do to, which they are incapable of.

Olenna worked because the overbearing, sharp-tongued matriarchal character is a familiar archetype. I'm sure most people in their lives have met an 'Olenna', be she an aunt or a grandmother or just some old woman. Margery bordered on a femme fatal, another archetype, which is why she was also a good character. Sansa had the potential to be a successor to Margery, but they've turned her into a stone cold bitch for some reason. And characters like Cersei and Dany are so out there, they're hard to relate to, although at this point I uniroincally like Cersei more.
