It was just an insane Pentagon pork project that got out of control
government, you learn some about it at the end of the 2nd movie and most of the 3rd which is a prequel
Reminder that Preston did literally nothing wrong.
It kind of defeats the purpose of the movie to get into the backstory which is why the sequels suck.
Someone had to put them in there. By doing that, that means at least one higher up knows the thing exists and has some semblance of what it's doing there.

2 isn't the worse thing ever but its worse than the first one. the 3rd is comically bad but probably worth watching once if you like the others.

Why is Cube 2 so hated? I thought it was generally much better than the third movie.
It can work if you have an idea inside the mystery box that is worth exploring and adds to the mystique of the original idea. It's pretty rare that that is the case though.
The idea of the cube is that it's a product of a kafkaesque cold war bureaucracy where nobody knows that it exists because the part of the command structure who commissioned it have forgotten about it and the people who run it and fund it are Need To Know and either don't know what it is or can't talk to anyone about what they do.
So the project keeps ticking over in the shadows with everyone doing their job and not asking why.
