Halo 2-3 was prime Halo age, they could easily make an ODST based movie. Or just a Halo 3: ODST movie altogether since the existing story is there. Either way, you can't make a movie with Master Chief being the protagonist. the games did that for us; the ODST's can tell the story from a different point of view. Maybe have a cameo or two of chief, whether it be radio chatter or a ship hes flying by on like in the opening of Halo 3: ODST.

Depends on the director and how deep the understanding of the writer is about Halo and Mythology in general.
The thing about Halo is, that the main character is a half self insert. A savour/hero type figure that gives the player the feeling he's the guy that saves humanity from extinction.

How do you translate this into a film? If I were to direct a Halo CE movie, I'd do a Jason and the Argonauts. A group of people who are on a ship with a singular mission: save humanity.
Like the Argonauts, the crew are ranging from humble rowers to fucking Heracles(Master Chief). That's how I would implement the chief. The mystical last Spartan(Maybe allude to Blue team in several scenes for the sequels) but keep the story contained to a few marines & ODSTs struggling to make due on an alien Ringworld and the chief helps them blowing shit up. Basically Halo CE, but this time the shitter marines that die all the time get the spotlight.

Hard Mode: Make a pitch black remake except John just crashed on Halo and he has to avoid the covenant and save some female solder and a child.
Moderate Mode: Make a superhero FILM with the Spartan program backstory and John learning to become the chief
Easy Mode: make the story about the multiracial, mixed-gender Spartan teams during the fall of reach

The ODST one was pure kino, and the one where they got old actors to pretend to be Covenant War veterans talking about relics from museums. I also liked the one with the giant diorama of a battle between UNSC and Covenant forces, and at the end, Master Chief looks up with a plasma grenade in his hands (Hello I am master chief lololololololol).
