Yes, there was nothing wrong with the effects per se, but they forgot to think about "how does you make you feel". Like the city scapes in GitS reminds me more of the flying scene in BR2049 than of the street scenes in the Ghost in the Shell anime. Something as simple as in the latter - we see things from a human level. And with BR2049 - at least we have K in the flying car. GitS live action was just a random drone shot.
Compared to that, Alita managed to capture the tone and emotion of the original so well.

It's actually a combination of factors user, but you're trying to be too rational about it. She asks because it's a reflection of her own worries about her humanity. Remeber she just previously heard from Ido that she needs to choose what kind of person to be, whether it's warm and caring and feeling like a human or mechanical and cold and efficient like a robot.
