It looks horrible both in motion and paused, I couldn't even finish the film on Netflix. Carol was filmed on 35 mm and has tons of very fine grain. Poorly compressing that grain loses any fine detail and makes everything jarring from the artifacts. Zoom in on the faces here.

Mkv is a container format, what do you mean?
You can't get 4k on PC without both a new CPU which supports hardware DRM, a DRM-capable monitor, and a compatible browser/app (currently I think only Edge on Windows and the Windows app supports 4k). Streaming is truly cancer, the new Criterion streaming service doesn't work with an external TV connected to PC.
