The show doesn't really explain it all that much, but it was stated several times that the girls got new sleeves every time they were killed. I don't care so much about details involving something like that when practically everyone involved gets a new body when something goes wrong. The morality of the situation is very much skewed and doesn't mean a whole lot in the end. The one girl killed by Bancroft was a means to an end that ultimately got her brother freed from life imprisonment, which would have otherwise been extremely difficult, or impossible, to achieve without it.

In the end, it was most likely just an insurance policy to keep them quiet about it.
But, the bottom line again, is that death has no meaning in this world really because everyone has a little disk with their brain info on it. Not him. I haven't seen the show but from what I've seen from clips and read that they omitted the book is definitely better. They took out a lot of the stuff that made it unique. That said, yes you are right he's a terrible author and I walked away feeling like it was a 7 out of 10 sci fi novel and the majority of those points are just based on girth of content and not necessarily execution or style. It was very sloppily written.
