There are no modern equivalents because action stars have almost ceased to exist. People used to go and watch Sly and Arnold movies because those guys were in them. He didn't make blockbusters like Arnie obviously, but in terms of martial arts flicks, character drama, and silly over the top humour he's got him beat. I think several of his movies are better movies than Terminator or Demolition Man, but that's personal taste. To me, even Cyborg is a more interesting film than Terminator, and Cyborg is only a B- grade movie in Van Damme's repertoire.

I'd say in terms of pure 'Action flick' (explosions, chases, shoot outs...), Arnie wins. But Arnie's designated comedy films are stale compared to the giggles and roaring laughter Van Damme can give me, often unintentionally in older films or intentionally in his more self-aware work. Also, Van Damme's more serious and dramatic roles are always succesfull, especially in French, but also in things like Lionheart.
Arnie has made a much larger impact on pop culture with some of his projects, but Van Damme is in better movies in my opinion.
