Asuka to is really more of a plot and narrative device than a fully developed character, she has a background story and motivation but zero development. Like a carved out statue that doesn't move.

Rei on the other hand, represents the progress and hope that's necessary for the main character (and the otaku) to move on. To have the strength to look at the world, accept it for what it is, and then use that to your advantage - improving yourself and helping others. This is why Shinji and Rei's dual development is the pivotal connection in the entire End of Evangelion movie; as it is their connection that makes mankind's and Shinji's spiritual salvation possible.

Asuka is a plot/narrative device that exists to exemplify the "escapist otaku" who spends his or her time fantasizing about their own prowess at piloting giant robots, while they in reality are quite bad at it. Asuka does this to get away from her real life problems.
Rei on the other hand, the more developed character with a backstory and important position in the story, has a more mature and self-reflected approach to living her life, though that does not imply she lives well. But Evangelion makes Rei's attitude and hope the founding block of self-improvement, which is why Rei is able to look at her surroundings, identify the problems she has EVEN IF IT HURTS HER, and do something about it. That's the point Evangelion makes in both EoE and ep26.
