Lupin is an asshole who goes up against bigger asshole. The only reason Zenigata hasn't caught Lupin yet is because he occasionally stumbles on a massive corruption with local police force, complex money laundering scheme, and the run of the mill dictator and takes time out to arrest them.
Zenigata is so good that he can single handedly stop the widespread abuse with it Catholic Church, destroy the Rothchilds, and bring down the IWF if Lupin was behind it.

Zenigata captures Lupin in the manga quite a few times.
Each movie is self-contained, and there's always a villain who Lupin defeats and Zenigata apprehends. Amazing show though. Takes a lot of Bond tropes and anime plots and has fun with them.

Nothing, Monkey Punch is the only manga artist who seemed to have some fun with what he's doing.
That's because Lone Wolf and Cub guy is the literal God of Manga. The creators of Inuyasha, Fist of the North Star, Vampire Hunter D, writer of Dragon Quest, and artist for Baki the Grappler all graduated from his class

Live action lupin was decent.
The funny part about that is that it's entirely faithful to Leblancs original works. Lupin starts off as an explicit villain who pretends to be polite and classy but really only cares about himself; but then by the middle-end of Lupin stories he's a full blown detective anti-hero who will go out of his way to help out a lady in need.
