The first one is a lot better, the second one makes the dumb mistake of explaining too much and trying to link everything.
I thought it linked everything pretty well, and weren't there a couple of stories that were mostly seperate? the fat snake guy and the movie director didin't seem to have anything to do with anyone, iirc.

Imho, this is one of those cases were less is more and trying to explain things ruined the magic of the first game, at least for me. Hotline Miami 2 is not a bad game but it left a bitter taste in my mouth for that reason

It really was a perfect sequel.
The last level with the son was the perfect way to end the game. It could have been a little harder, but thematically it was flawless.
